Uninsured Charity Assistance Program

University Hospitals is committed to treating all patients with dignity and respect regardless of their financial status or ability to pay.
In support of this commitment, UH has established an Uninsured Charity Assistance Program. Through the program, UH provides discounts on hospital bills for Ohio residents who do not have health insurance and who meet certain criteria. The amount of the discount is based on the patient’s or family’s income and Federal Poverty Guidelines (FPG).
The chart below outlines UH’s sliding scale of discounts and maximum monthly payment guidelines.

Financial Counselors
Uninsured Charity Assistance Program financial counselors are available to help patients. Financial counselors can:
• provide financial counseling
• assist patients in applying and qualifying for federal, state and local financial assistance programs
• arrange discounts for uninsured patients, according to the chart below
• establish interest-free payment plans extending up to 60 months with maximum payments based on the patient’s or family’s ability to pay
• ensure that UH’s billing and collection practices treat patients fairly and with dignity

Eligibility
Patients must meet several qualifications to be eligible for the Uninsured Charity Assistance Program at UH:
• The care being discounted must be medically necessary (nonelective) and a service that the Ohio Medicaid program would cover.
• Patients must attest that they are uninsured and do not qualify for any third-party payment programs or for any health savings or medical savings account.
• Patients must agree to provide financial information that can be used to determine their income.
• Patients must agree to allow UH to apply on their behalf for third-party payment programs, if indicated.

For uninsured patients whose income is below the poverty level (below 100 percent of the FPG), UH participates in Ohio’s Hospital Care Assurance Program (HCAP). Through HCAP, UH provides basic, medically necessary hospital-level services free of charge to Ohio residents. Patients who meet the income criteria must fill out an application for HCAP. Please call one of the numbers on the back of this brochure for more information about this program.
For uninsured patients whose income is greater than 400 percent of FPG, UH provides discounts similar to those received by insurance companies.
